The First Line invades Nocturne’s headquarters, only to fight Nocturne and what appears to be the Invaders and the Red Skull. Meanwhile, Nixon’s corrupt administration wants to use the First Line to work on his Domestic Subversion policies, much against the advice of his advisors — including Senator Scott, who is really Effigy in disguise — and the Black Fox. In order to stop Nixon, Effigy contacts Bob Woodward. Meanwhile, The Claw controls the real Sub-Mariner.
